I can't help but wonder/imagine how the 911 caller (who saw something & said something) must now feel, seeing how this tragidy turned out. What was supposed to be a good deed, turned out to be disastrous!

I'd probably be kicking myself hard if I'd made that 911 call, but I hope the 911 caller doesn't blame himself.
The 911 caller's concerns were justified and he didn't overreact. He seemed objective, to me. He told the 911 operator what he saw, why he was concerned, and his eyewitness perceptions.
How the 911 dispatcher and the responding officers chose to handle it from there was out of the 911 caller's control, of course.
