It's definitely true that Trump wanted his name on the printed checks, which is unusual. And, his full name does appear in the 'memo' line (not the signatory line).
But, I don't know if that's causing any delay in the disbursements. The original Washington Post article said that two unnamed 'senior agency officials' claimed that changing the code to include his name was causing delays, but the Treasury department denies it.
It seems Biden's claim was based on the Washington Post report.
In any case, those relief payments aren't gonna be enough to get people through months of economic shutdown, if that's what it comes down to.
Hopefully, the next relief bill will include provisions for freezing rent and mortgage payments for those who can't afford to pay it while they're unable to work, and landlords will get some relief to keep them afloat as well.
If people and families end up getting evicted during this pandemic, it would set off a whole new set of serious (and sad) problems, in my opinion.
