Santa Ana, California -- Really Bad Bad-Guys On the Loose

Three inmates busted out of the of Orange County Central Men's Jail in Santa Ana, about 40 miles southeast of Los Angeles. They could have escaped anytime between 5 a.m. and 8 p.m. Friday.

"The inmates cut through half-inch steel bars to facilitate their escape, They also cut through plumbing tunnels and finally made it to an unguarded area of the roof where they were able to rappel to the ground using some kind of makeshift rope.They were last seen wearing orange jail jumpsuits.

These guys were in a max security lock-up and the guards can't account for them for 15 hours? I'm guessing other inmates aren't talking if LE still has no clue when the trio busted out.

The inmates include 20-year-old Jonathan Tieu, who had been held on a $1 million bond since October 2013 on charges of murder, attempted murder and shooting at an inhabited dwelling. His case is believed to be gang-related.

Hossein Nayeri, 37, had been held without bond since September 2014 on charges of kidnapping, torture, aggravated mayhem and burglary. Nayeri and three other men are accused of kidnapping a California marijuana dispensary owner in 2012. They drove the dispensary owner to a desert spot where they believed he had hidden money and then cut off his penis.

The third escaped inmate, 43-year-old Bac Duong, was being held without bond since last month on charges of attempted murder, assault with a deadly weapon, shooting at an inhabited dwelling, being an ex-felon in possession of a firearm and other charges.

It was unclear whether the men were armed but they should be considered very dangerous. "I think the public should expect the worst if they're encountering them and call 911 and allow the professionals to respond," Orange County sheriff's Lt. Jeff Hallock said Saturday at a news conference (good solid thinking there Hallock).

The search is on with local, state, and federal LE -- the FBI is offering up to a $20,000 reward for information leading to the arrest of any of the three escapees.

They could be, Mags. I hope not. They seem to have planned carefully. Hopefully that included a get-away person rather than invading a home.

Here's an update:

There was a fight inside the facility about 8 p.m. that may have been part of the escape plan, sheriff’s officials said. The fight delayed the nighttime headcount, which normally takes place at that hour.

The inmates were able to get past security points in at least three areas, accessing the jail's plumbing system, apparently using tools to cut through metal bars and bedsheets to descend at least four stories to reach the ground, authorities said. How they got those tools and how they went undetected is still unknown.

"I've been in law enforcement for 37 years, always working for sheriff's departments that manage jails. And escapes do occur from time to time," Sheriff Sandra Hutchens said today. "We try and limit that. We learn from the mistakes. I can tell you that this is a very sophisticated-looking operation. People in jail have a lot of time to sit around and think about ways to defeat our systems."

The Men's Central Jail houses more than 900 inmates. About 70% to 80% of the inmates are felons, with more than 384 in custody for murder, attempted murder and other serious, violent crimes, Hutchens said.

The jail, built in 1968, is a hulking concrete compound in Santa Ana's civic center, its sheer concrete walls rising several stories. The roof is lined with loops of barbed wire.


One factor in the escape, Hutchens said, is the age and layout of the jail. The central jail is an older "linear" facility, designed in a way that inmates are able to move through different areas throughout the day.

Don't know if you guys heard about what happened here last Friday, but a 15 year old boy along with his 15 year old friend, a 12 year old, and a 15 year old girl took a stolen Toyota RAV4 on a "joyride" at 1 am in our city. They hooned around until they crashed into a pregnant woman with her 2 year old in the car in the city.

The pregnant woman was dead at the scene. The 32 week old foetus was delivered at the Royal Hobart Hospital and is in PICU. The 2 year old survived with serious injuries. The woman had just dropped her partner at 1am to work, he is a baker. The community has raised over $120,000+ for the family.

The "joyriders" escaped with minor injuries. The 15 year old got charged with manslaughter and with our system here will be out in a couple of years. I know in the US they would have seriously locked him up. This event has seriously shaken up the whole community and the State, which is a larger community.

We drove past the scene slowly along with other cars on Saturday when coming home from a BBQ and there was a huge crowd there gathered for a memorial.

I hadn't read about that, aussie. Very sad story. I hope the woman's children pull through and have a lot of family support.

The 15 year old driver might not have done any or much time here in the U.S. either. We had an underage teen who was driving illegally, wasted off his ass, when he mowed down and killed several people on the side of the road a couple of years ago. He got sentenced to rehab and probation. A couple of months back, he violated his probation and fled the country with his mom. When he gets extradited back from Mexico, due to his age at the time of the crimes, he may not do more than a couple of months in a juvenile facility and go back on probation.

I just read about a 26 year old father ^ who was one of several people that stopped to help a man who'd spun off the road in a storm. The stranded driver was belligerent, so the group decided to call police to come deal with the situation. That's when the stranded driver pulled out a gun and shot the good samaritan dad multiple times. He died at the scene, and the shooter was arrested for murder. RIP Jeff Heaver.

The community has really pulled together, the money is now over $200 000+ raised for the children and the family, so there is overwhelming support and everyone is pulling together. Someone really needs to step up and say these kids cannot get away with this they need to be taught a lesson, or put on the straight and narrow. Apparently the 15 yr old has a history of this, and the mother is one of those women who is in denial and blames law enforcement. I heard this today at work, because everyone knows everyone here. This one lady said that her friends daughter in law had her car stolen by the same kid. He then stole it again and then burnt it out to prevent evidence.

But, at least the jail has changed its procedures and it appears LE is shaking down Vietnamese gang members who could have information or have been involved in the escape. Five of them have been arrested.

The jail has revised its headcount procedures because it took so long to discover the men were missing. The changes include requiring deputies to call and confirm that inmates who are in court, getting medical help or otherwise out of the jail are actually where they are supposed to be.

Their friendship blossomed under unusual circumstances, officials say.

The teacher, Nooshafarin Ravaghi, had traveled the world, spoke three languages and wrote a collection of children's books about a young girl's discovery of her Persian heritage, according to her website.

The student, Hossein Nayeri, had fled the United States twice to escape prosecution and was awaiting trial in a brutal torture plot that left a man burned, bleeding and near death in the California esert.

But in recent months, Ravaghi, 44, and Nayeri, 37, became friendly as he attended language courses she taught at an Orange County jail, authorities said.

At some point, Orange County sheriff's officials allege, Ravaghi provided Nayeri with access to Google Maps, which would have allowed him to view the roof of the jail.

The bond between teacher and student is now at the center of the weeklong manhunt for three men who broke out of the maximum-security Men's Central Jail in Santa Ana.

Nooshafarin Ravaghi was arrested Thursday on suspicion that she helped three inmates escape Men's Central Jail in Orange County.
Ravaghi, who taught English-as-a-second-language classes at the jail through a community college inmate education program, was arrested at 3:30 p.m. Thursday on suspicion that she aided the men in their escape, said Lt. Jeffrey Hallock, an Orange County Sheriff's Department spokesman.

"Ravaghi directly contributed to the escape of the three inmates and provided critical planning tools that aided in their preparation for the escape," Hallock said.

Ravaghi has cooperated with law enforcement, Hallock said, but she has denied giving Nayeri, Jonathan Tieu, 20, and Bac Duong, 43, the cutting tools necessary to burrow into the jail's unsecured plumbing tunnels.

"We continue to get information from her," Hallock said. "We have a certain amount of information she has provided thus far. But again she has denied bringing in any tools to this point. She did provide some tools for planning such as maps."

Ravaghi had been teaching in the jails since fall 2014 and passed a police background check, according to a statement released by the Rancho Santiago Community College District. She had been teaching at Men's Central Jail for at least six months, Hallock said.

The trio escaped from the Santa Ana lockup sometime after 5 a.m. Jan. 22, cutting through four layers of steel, metal and rebar as they moved through the jail's plumbing tunnels and an air duct. They ascended to the roof, one floor above the dormitory area where they had been housed, and used a makeshift rope of knotted bedsheets and cloth to rappel down the side of the building.

Ravaghi grew up in Tehran and spent much of her youth traveling around the world with her father, according to her personal website. She moved to California in 1997 after studying French literature in Tehran and Paris.

She earned her graduate degree in education from Cal State Fullerton, the website said, and has taught English, Farsi and French to adults and children. She also wrote an eponymous series of "multicultural books" for children, titled "The Noosha Collection." The book series aimed to foster tolerance, she wrote on the website.

A former colleague of Ravaghi, who asked not to be identified, described her as a hardworking tutor who rarely interacted with her students outside of the classroom.

"She was very kind to the students, a good tutor, but she didn't really socialize with the students. She treated them like a teacher does," the colleague said. "She seemed to be very ethical."

The colleague, who hadn't spoken to Ravaghi in about four years, also said the teacher was "kind of a loner."

Investigators believe the men have been living out of a van that was stolen in South Los Angeles the day after the escape. A man matching Duong's description stole a white 2008 GMC Savana around 4:40 p.m. Saturday, police said. Duong is believed to have responded to a Craigslist advertisement attempting to sell the vehicle, Hallock said.

Investigators were "extremely encouraged" by the new leads, he said.

At least 10 other people have been arrested since Wednesday as part of the escape investigation. Some were members of a Vietnamese street gang that Tieu is affiliated with, while others were detained because of probation violations.

The department has not identified the gang, but court records show Tieu was one of several members of the Tiny Rascals — a large South Asian gang known to operate in Orange County and Long Beach — charged in a 2011 murder.

Tieu was set to be retried in that killing next month, prosecutors have said. Duong was charged with attempted murder in a shooting late last year. Nayeri was one of several people charged in the kidnapping and torture of a wealthy marijuana dispensary owner. The victim in that case was taken into the desert, beaten, burned and had his penis severed in an attempt to extort $1 million.

Ravaghi's involvement bears some similarities to another jailbreak, at the aging Clinton Correctional Facility in Dannemora, N.Y., that gained national attention last summer.

Convicted killers Richard Matt and David Sweat sparked a three-week manhunt after they used power tools to cut through steel pipes and plates, break through a brick wall, then remove a secured manhole cover and climb out.

An investigation later revealed that a prison employee who had tutored one of the men as part of an honor program smuggled in hacksaw blades and other tools the men used in their escape.

I mean, who wouldn't fall for an inmate purported to have kidnapped, robbed, and beaten a man with a rubber hose, burned him with a blow torch, and then cut off his penis with a knife before pouring bleach over him to remove any DNA evidence (the man survived, surprisingly).

After all, the lovebirds share the same home country (Iran) and Nayeri is described as a 'charming ex-Marine' when he's not busy terrorizing people.

Ms. Ravaghi is in police custody but hasn't been charged with a crime -- yet. They'll charge her alright, as soon as they get as much as they can out of her. She admits she showed Nayeri Google maps of the jail, but claims that she didn't provide the cutting instruments used in the breakout. Orange County police are apparently unconvinced of that claim at this point.

I have an update on the Duong that got away.

Duong is back in the hole. He turned himself in yesterday. One down, two to go.

Orange County Sheriff Sandra Hutchens said at a news conference shortly after 12 p.m. that Duong contacted a civilian in Santa Ana and told the person he wanted to turn himself in.

Investigators believe the remaining two escaped inmates may be together in the San Jose area (Northern California) in a white van, Sheriff's Department Lt. Jeff Hallock said at an early evening news conference.

As recently as Thursday morning or afternoon they were there, and may be headed for the Fresno area, where Nayeri was believed to have an associate, he said.

The manager of the Alameda Motel in San Jose told San Francisco television station KRON that Tieu checked into the motel on Tuesday evening and checked out Thursday morning.

Investigators with the San Jose Police Department were later able to confirm that both Tieu and Nayeri stayed at the motel.

The men are believed to have stolen a white van after taking it out for a test drive.

Well, that didn't take long.

Duong was cooperating with police after he turned himself in yesterday and LE knew the two remaining inmates were in Northern California. They were focused on San Jose and Fresno, but Nayeri and Tieu were actually here in the city.

This morning, pedestrians recognized the two men near the McDonald's on the corner of Haight and Stanyan in San Francisco (next to Amoeba Records and across from Golden Gate Park). The pedestrians had seen their mugshots on tv after the escape and called police

A brief chase ensued, but both men are now in custody again. Good.
