Here Carnies are people you see at carnivals as either entertainers or the guy who runs it. Most refer the guy at the gate "barking" as a Carny but he's called the 'Barker' among the other Carnies.
Yeah... you call it a carnival or a fair, we call it a 'show'... so a town like Maitland would have the Maitland Show.. or the more famous is the Sydney Easter Show.
Carny is the same thing here, or 'Showie', usually trailer trash type folks...
Bogan is different altogether... usually people who come from blue collar backgrounds, wear mullets and flanno shirts, trakky daks and collect the dole..

Trailer parks aren't as prolific in Australia. Australia has a reasonably good public housing system, so the need for trailer parks for cheap accommodation isn't really there.
It used to be called the 'Housing Comission' so if you lived in a housing comission house when you grew up, it usually wasn't in such a great neighbourhood and most of the occupants were from low socio-economic backgrounds.
If you think of Billy Ray Cyrus in the achy breaky days, that's a typical Aussie Bogan... Mullet, Flannelette, jeans with thongs (flip flops I think you call them) and unemployed

Crash, trailer parks are not America's answer to low income housing.
I do not know how it started or why but yes, they are cheap but the whole idea at first was for those who wanted to be 'on the move'. "Mobile homes" evolved into what you see today and there is the gamut from really nice, well maintained 'parks' right down to nasty filthy ghettos. I should take photos of the two I have in mind right from here!
I think many also could have started out as temporary/seasonal housing and the 'trend' just spread.
Billy Ray Cyrus - his look is the typical Red Neck of lower class people. He probably calls himself a cowboy too. I highly doubt he is. All the cowboys I know do not have such a 'uniform'.
