Not quite KS... the phones given out to those on welfare or social entitlements don't get your used phone. They get brand new ones. Courtesy of you, me, and your benevolent government.
Agencies who take in used phones usually truly use them for the purpose you donated... they recycle, refurbish, or get credit for them to use for those they help.
