Be it the Saints Bounty Program, the Cowboys/Redskins Salary Cap Manipulation (and the Bears could have been hit by that too for their deal with Peppers), the Patriots Spygate, the Raiders using Stickum back in the 80s, the Steelers for Tomlin trying to trip a player on the sideline....
Everyone's looking for a competitive advantage. I have no problem with stricter penalties for repeat offenders... take Belichick's first round pick this draft. If you deter coaches from cheating by having a higher disincentive for getting caught, great. You can't ban someone for minor offenses.
