The point is that the legal "sex" of the transgender person will match their actual gender identity when the birth certificate is changed/amended.
A trans woman would then able to check "female" as her sex/gender on all official docs without delays or possible fraud charges or anything like that. Also, if she decides to marry a man, or sign a lease with a man, it is easier at present (and also accurate in her mind) to do so as a heterosexual couple.
And, it would prevent a lot of potential hassles for travel if a birth certificate was being used for ID. Etc...
