State and governing athletic body rules here in TX require high school athletes to compete based on their birth certificate gender.
Through a safe harbor provision in the rules, Beggs hasn't been disqualified for steroid (testosterone) use, which she's been taking since her freshman year. Also, despite her desire to wrestle in the boys division, she never petitioned the UIL for special consideration or a waiver from the birth certificate rule. She could have petitioned at any time, but didn't.
