I don't even know what LEAP is. But, California just cut the funding for drug and gang task forces. Here in the Central Valley that is a big deal. The Fresno Police bomb squad confirmed shortly before 4 p.m. that the package contained some type of feces. The Fresno Fire Department's hazardous materials, health officials and FBI representatives are at the IRS office on East Butler Avenue.
