ABILENE, Texas -- Officials close to the case now believe missing Colorado City teenager Hailey Dunn is dead.
asshole City Manager Pete Kampfer will confirm this revelation at a news conference Wednesday at 11 a.m. in Colorado City with new information in the Hailey Dunn investigation.
Hailey Dunn, a 13-year-old eighth-grader, has been missing since Dec. 27.
Kampfer has told KTXS News that officials have reasons to believe that Hailey Dunn is deceased. He said they couldn't say what those reasons were because this an on-going investigation.
He also told KTXS officials plan to announce at the news conference that stipulations for the reward money have now changed, with emphasis on finding the whereabouts of Hailey – as opposed to previous stipulations based on her safe return or a successful prosecution.

Wednesday Update:
With the feeling that Hailey Dunn is likely deceased, the Colorado City Police Department has reworded the contingencies for collecting reward money to read, "The reward of $15,000 is now being offered for any info that leads to the whereabouts of Hailey Dunn."
"We've eliminated statements like 'the safe return of Hailey,'" CCPD spokesman Pete Kampfer said. "We hope that's the case, but it may not be likely."
Kampfer said the possibility that the missing 13-year-old girl is not deceased and is under duress is only a slim possibility.
The reward may be increased to as much as six figures, Kampfer said.
Investigators are hoping that someone will come forward with anonymous information now that specific clauses have been removed from the reward collection, including unauthorized posters about the reward saying things such as "for the successful prosecution of a subject."
Hailey was last seen on Dec. 27. The only named suspect, Shawn Adkins, has yet to be arrested.
I hope the case is put to rest soon so I can get on with my life as being City Manager, Kampfer said. OH THAT'S JUST GREAT!

The father of missing 13-year-old Hailey Dunn was arrested this morning after showing up late to a scheduled court appearance.
Mitchell County Sheriff Patrick Toombs said by the time Clint Dunn had arrived, the judge had already issued a warrant for his arrest.
Dunn had turned himself in in February on a warrant for violating his probation with the original charge of marijuana possession, driving with an expired license, and a unsafe backing. The marijuana arrest happened in January 2010 and Dunn was sentenced to six months probation.
Today's 9 a.m. court appointment was related to the marijuana and expired license charges. Toombs said he did not know how late Dunn arrived.
Dunn is being held in the Mitchell County jail. A bond has not yet been set. Toombs estimated it would be set at $2,500 for each of the two counts.
In addition to a handful of marijuana convictions in the past, Dunn was sentenced in 1994 to two years in prison and five years probation for burglary of a building. He was 17 years old at the time.

Clint Dunn's fiance's mother is taking legal action after she said slanderous comments were posted about her online.
Several people have posted profane comments about Patricia Trichel and the Dunn family on public Facebook pages.
There are numerous pages dedicated to Hailey Dunn's disappearance. Many use them as forums to criticize those close to the case, some even including polls about the personal lives of Hailey's family members.
Several people have posted negative comments not only about Patricia, but Billie Dunn and Shawn Adkins as well. NO!

They forgot to include her most recent court case. Bad check in Feb. 2010, she was arrested on an outstanding warrant.
Also, her most recent husband Dewey Trichel. It seems he was much younger than she. He was killed in an oilfied accident in 2008. His obit lists a fiance, no mention of Patricia at all, although she does post in his memory book.
It's my impression that because she was still legally his wife when he was killed; she either instituted a wrongful death suit or applied for his life insurance benefits.
His family does not appear to want to acknowledge her as his wife in any way. Was Dewey just another person she used and abused along her way?
Google Dewey Jason Trichel, 27. R.C. (on facebook)intimated that Patricia's character left something to be desired. I now see what he means and I probably only know a quarter of what he does.

Racy photos of Billie Dunn have been posted on several Facebook sites in the past month, amid rumors she'd sent them to a man in a text message.
Mitchell County Sheriff Patrick Toombs learned about the photos about two weeks ago. He called them examples of "unusual or strange behavior."
Law enforcement is not looking into the photos as part of the criminal investigation into the disappearance of Billie Dunn's 13 year old daughter, Hailey. Toombs says it's unclear when they were taken, but he says he's heard they may have been taken after Hailey disappeared in late December 2010.
Volunteer searchers say they're focused on finding Hailey, rather than the personal life of the girl's mother.
"We're just still trying to keep everything geared towards Hailey and bringing her home versus what the parents are doing," said searcher Kristy Lloyd.
Sheriff Toombs couldn't definitively say whether Billie Dunn is a person of interest in her daughter's disappearance.
"There [are] just some strange things that have gone on, so that's why she's not been ruled out, but she's not also being named a suspect in the case either," Toombs said.

When asked if she was still in touch with her ex-husband, Clint Dunn, and her former boyfriend, Shawn Adkins., she replied that she would rather not comment on Adkins.
“Clint and I have contact usually weekly as long as we both go to search team meetings on Friday,” she said.
Young referenced the no comment on Adkins by stating that he is a person of interest and law enforcement personnel have inferred any contact with him would make her look bad.
“That’s what law enforcement told you, isn’t it,” Young asked Billie Jean.
“That’s exactly what they told me,” she replied.
“It’s hard to believe that someone you once loved would do anything to your family. We have chosen not to have contact with him due to the appearance of impropriety,” said Young.
