The only thing I've heard him say on either issue is that it should be left up to individual states whether to ban or permit it, and I agree with him. This article is from 2005, but I don't believe his stance has changed on the issue.

He doesn't believe the Fed should dictate that for the States. His position is that the Constitution does not give the Fed that authority. He wants the States to decide for themselves. If you understood the principles of freedom you would understand how freedom is better protected the more you keep things at a local level.
