And yeah, he had his sights on other offices, but there is always the possiblity that he could have said no thanks on TV and taken the money privately behind closed doors, which I doubt.
I wouldn't put that scenario past the two above.
As for it being all about Guiliani, not in the least. 9⁄11 has the least to do with him than it does with the crux of what happened and the lives lost. That's what we're remembering today, not discussing Guiliani's ethics in relation to it. Not everything happened in NYC that day.
