crap, cement is only one part of concrete.
cement by itself has little value and if left set in water it will harden, thus it's not a liquid and it's not a fluid unless you are talking about properties, it can have a fluid like quality because it will flow and seek a level, but it will still harden when completely submerged in water, if it is mixed with water cement will settle to the bottom and harden.
Concrete is not a liquid although it is suspended in a liquid.
Concrete cannot be made with out cement and the other two or three components which are in concrete, I say three because lime can be used to heat up concrete to expedite its drying time.
other wise concrete is sand gravel and cement.
none of which are a liquid or a fluid but they do require a liquid (water) to become viable and active or else they look just like the dirt on your face that I just kicked there..
