I understand all that, and how the solution is not to just excuse bad behavior. That being said, one can still be a racist. One can accomplish that by going out of their way to play down the real, deep, long-term negatives that could naturally arise as a a byproduct of the wholesale and systematic poor treatment of certain groups from every angle over such a long period of time. One can be a racist by acting as if it this bad behavior is all just some inherent flaw with that group due to skin color, instead of looking comprehensively at everything that went into it.
