I think its to keep law and order. As in the past they would get their money on their pension day and spend it all on alcohol and their was rape, child molestation and domestic violence. It was after generations of lawlessness. Also, when you set foot on these reserves the 'no alcohol' rule applies to all. It's not race specific. A Queensland minister years ago took a bottle of wine on the plane when she was visiting one, it got mentioned in the media, and she got sacked. No one is above the law.
