I gather what you are saying is that the immigrants, not the indigenous people, made the rules concerning booze and the natives. It was the same for our red devils, too. However, many tribes are now serving and selling hootch through their casino empires. The choice is with the tribe, NOT by whitey. With the prices they charge for their offerings, it is clear that scalping is still practiced on the reservation.
