so going by that there is law being broken

Look up Operation Black Biscuit. 56 arrests made, 2 years and over a million dollars spent for the Feds to walk away with 5 pleas to minor drug posession charges. I thought you were smarter than to take what you read in the newspapers at face value or even fully accurate.
