It's a weird thing to do, bullies are essentially freaks with mental problems. I've asked my kids about it before and they've never understood the appeal of being cruel to someone who has done absolutely nothing to them anymore than we do.
I did have to talk to my daughter about being mean to the little black boy at the pool, but I think that was more of a "boys have cooties" thing than actual bullying.
