Yeah, the firearm transfer/purchase application is the same in all states because the criteria for banning gun ownership is national.

Question 11f asks if the applicant has ever been adjudicated (ruled by judge) as mentally ill OR been committed to a mental institution.
According to the FOX story posted upthread, Katz spent time in the hospital for mental illness when he was younger.
But, it's not clear that he was ever adjudicated as mentally ill or ever been committed to a mental institution. If either occured and the court or the facility didn't report it to NICS, it's another break in the system. If neither occured and he wasn't addicted to illegal drugs, the purchase was legal.
In any case, he sure didn't have any business possessing firearms.
