Since he was not a U.S. citizen, he would typically have been prohibited from transporting, buying, receiving or possessing a gun in the U.S.
However, there is an exception/loophole in the laws and ATF regulations which enabled him to do so; Non-citizens with hunting licenses, which this particular shooter reportedly acquired, can purchase and possess guns in the U.S. (that's really idiotic, in my opinion).
Another ATF exception may also have applied to this mass shooter; Non-citizens can possess firearms in the U.S. if they're from "a designated friendly foreign government entering the United States on official law enforcement business."
