That's easy enough. Move a couple of the juicier sections to 'members only' (the 'therapy' section, for example, really should be in there), and then make that section the third tier.

Edit: We could call the transitional members 'asshats'. As in 'congratulations! You're now an Asshat'. ::bigg::
