I get 2-5 gal buckets every year plus there is a barrel at the bot of the hill I have to go up filled with it. Sometimes I just take the mixture out of that in Feb or so. 
I'm really surprised they don't give you any. I mean you pay taxes and all you should get it.

Even if my town did, I'd have to go to the town shed to fill the buckets, and to the barrel at the bottom of the hill. I can't get there, until I can get down my driveway first!

I can't get down my Driveway without already having the rock salt put on it first, there can't  be any snow/ice on it. (I've slid down it and across the road and hit the far curb, lucky I didn't hit a passing by car) So I couldn't get there.
I have to have the rock salt stored in my garage.
