1⁄
10 and
5⁄
9 that is strange, but subtract the difference from the whole number then divide it by the lower denominator.

You are talking about the differences in scale that the plans are drawn in.
If you want to convert MM to IN. then to fraction that works.
The only time I would see a problem like that is if I have multiple parts all to be cut from the same stock and I don't want to waste a foot of material to get them. sometimes the material can be several hundred dollars an inch, it matters so don't ask.
otherwise the problem is a mathmatical exercise nothing more.
