I only have one company charge me a service charge to pay my bills.
If you pay through certain "middle men" like a bank or bill paying service, then they could charge a fee.

I've never paid a fee to pay my bills online, and I do it myself... I only trust myself to make sure they are paid in a timely fashion.

Yeah yeah, Mill pays that much in taxes but that's a nice little sum for me.
