The family whose cabin was broken into and then turned into a warped child's playroom by a B.C. fugitive wants to know how a man with so many warning signs could have been released into the public before his trial.

Randall Hopley is charged with squatting for months last year in a cabin belonging to the Skapin family in Crowsnest Pass, filling the drawers with stolen children's clothing, chocolate bars and sex toys and building a room that could be locked from the outside.

Authorities charged Hopley in the case, but released him months later. Now, police believe he has abducted three-year-old Kienan Hebert. It's a situation the Alberta justice system should have prevented, said Laura Skapin, who lives in Calgary.

"When I heard about this case, I thought, ‘Thank God Randall Hopley hasn't been released,' – and then I found out he had been," Skapin told CTV News.

"If this little boy is harmed because of that, there are a lot of questions that need to be answered."

Hopley has at least 11 assault and burglary convictions, and was also accused of attempting to abduct and molest a Sparwood boy in 2007 – a case that boy's mother says wasn't handled well either. He was convicted of sexual assault in 1985.

But Skapin believes the clearest indication of Hopley's plans was found in their cabin last year.

Skapin said that last May she, her brother, and her two adult children visited the cabin on Crowsnest Lake to scatter her mother's ashes. But they found the gate lock had been changed and a strange man was on the property.

"He looked like a druggie," recalled Skapin, adding that he was wearing women's pajama bottoms. "He was spewing all sorts of profanity."

The Skapins called the police, and the RCMP arrested Hopley while he was trying to escape in his truck. He was charged with 12 counts, including breaking and entering and possessing stolen property.

In amongst jerry cans, propane tanks, vehicle tires and generators that were stolen from Alberta Fish and Wildlife, there was a photo of a young child with dark hair, according to court documents.

There was stolen lotion, children's movies, sex toys and children's pajama pants that had been cut up to become a thong. A wall had been knocked down and replaced with a Dora the Explorer blanket.

"Police found a variety of things set up for a young child: a baby, diapers, stuffed clothing and a variety of sexual paraphernalia," said Joni MacFarlane, a reporter from the Crowsnest Pass Promoter who covered the story at the time.

"There was no mistaking his intentions. It was horrible…. We [came to the cabin] and ruined his plans. He was very upset about that," said Skapin.

Hopley's trial is scheduled for Sept. 19. He was ordered released with several conditions, including to keep the peace, and have no contact with the Skapins and others. He was bound by a curfew to stay at his residence in Sparwood between 8:00 p.m. and 6:00 a.m.

But as Skapin points out, the conditions don't keep him away from children, playgrounds, or schools.

"That makes me sick," she said.

The cabin had been in the family for five generations, but now Skapin hasn't been able to return. The family has since it torn down.

"I couldn't go in there. I haven't been back since," she said.

OMG I just read the article on Hopley and what he set up in that cabin. I wish I hadn't read it.

How could they possibly let this creature go free?

I read about possible bruises but i really think the boy is not abused. I mean why is Randall nowhere to be found? Kids get hurt all the time playing. If Randall was around then people can talk about possible abuse until then. Randall needs to be found and questioned. The guy cant be far he has no money because he has been known to borrow money frequently. He has to be in some abandon old place just like the one i read on this thread. (which made me sick to my stomache after reading that)I mean really where would a mentally challenged person with little money be?

Also he has no addiction to drugs or booze. Everyone has some addiction of some kind. He cant afford to gamble either so it has to be caffine coffee shops should really be on the look out for this guy.

Also strange that this boy had 2 cars with him. Okay blankets if the boy was grabbed from his bed understandable but to have these cars in hand?? I know my son has many cars and trucks. I would not know if any were missing. Were these big cars or dinky cars. My son has tons of dinky cars and i would not know if even one was missing.

I read that as he has two blankets with the theme of cars the movie on it. My son has two blankets with Lightening McQueen on them.

i just got back here, have to catch up with what is happening. that baby is on my mind constantly. the geography, topography and terrain lend the opportunity for this guy to be holed up anywhere. maybe he wants to keep the child, which would mean he's still alive. i am hoping! time is of the essence!

The mother of the man at the centre of a massive police manhunt in southeastern B.C. is asking her son to turn himself in.

"Please Randy, come home and visit me," Margaret Fink told CBC News on Friday morning from her home in Fernie, B.C.

RCMP say Randall Peter Hopley, 46, is a suspect in the possible abduction of three-year-old Kienan Hebert, who disappeared from his family home in nearby Sparwood, B.C., sometime overnight Tuesday.

The abduction of Kienan prompted police to issue an Amber Alert on Wednesday evening, asking drivers across B.C. and into Alberta to watch out for Hopley's vehicle, while more than 200 searchers scoured the community and the surrounding woods of the Elk Valley.

Margaret Fink, who is elderly, in frail health, and hooked up to oxygen, says she's not doing well since learning her son is wanted by police.

Fink says she saw her son for the first time in a year on Tuesday, the day before Kienan was reported missing.

"I'm shocked, I really am shocked. When they first come and told me, I'm still shocked," she said.

Fink says says in her heart, she doesn't believe Hopley took Kienan, but she's not sure.

"I would like Randy to come home with him and make sure [Kienan] is safe," she said.

I hope the police are on the right track. I mean what if the reason Randall cant be found is because he is hiding scared that he will get put in jail even if he wasnt the one that took Keinan?

Lady Cop, I had the same thought, that he is holed up somewhere and the poor little boy is still alive. From the way he set up that other cabin it sounds like he wants a plaything that he can keep. Yes, time is crucial on this one. I hope the local LE are getting as much help as possible.

mom4, Welcome. It was already explained somewhere that the picture with the bruise was taken when the boy had a broken nose. Something to do with playing too hard with one of his brothers. I don't think abuse is an issue at all in this case.

I was thinking the same thing. The last place had a lock on the out side of the door. So hopefully Kienan is alive and will be found soon. They say criminals stick to comfort zones. Is Kamloop on the way to Calgary? Isnt that were the cabin was he was at before. Also does anyone know what children were at this place when he was in that cabin with kids stuff?

RCMP live presser just now:

nothing really to report except describing search methods and support. they are operating on two theories, one, that he wandered off and two, he was abducted. so they are doing grid ground search around his home. they have also looked in Elk River and Wilson Creek.

look in cabins if you have one up there, check your properties.
look for any break-ins.
they are searching hopley's last known residence.
many sightings, none confirmed.
they do NOT have video tape of him as reported.

asked hopley to come in and speak to them if he is listening.
at one point Officer became very emotional. :(

The timing is interesting. Assuming that RH took him, and considering that at this time of year a lot of people have probably already closed up their cabins for the winter, he could already have his next "nest" all set up.

RCMP said they have no confirmed sightings. including the one with the partial plate. that was thursday night. The person who saw the car went home and called police.
Police kept the perimeter up for one and a half hours while other officers did patrols, but the Toyota was not found.
eyewitnesses are notoriously unreliable.

Sparwood, B.C - Sept 9 12:10 p.m. RCMP issued a statement to the media advising that there has been no confirmed sightings of Randall Hopley, Kienan Hebert or Hopley's vehicle. RCMP Cpl. Dan Moskaluk urged Hopley to come forward to any RCMP Detachment. "There are no charges confirmed at this time. We need to speak with you. Do the right thing, and know you will be treated with respect. We want and need to see Kienan," said Moskaluk.

A search of Hopley's residence will begin today and all tips are being followed up and documented. "As far as the tips stating video surveillance has captured Hopley and Hebert, that has not been confirmed, however businesses are advised to review any video surveillance they may have since Tuesday and notify the police if there is anything suspicious. The public should also check any recreational properties they may have, seasonal or otherwise for anything out of the ordinary or suspicious," states Cpl. Moskaluk.

False alarm in search for missing B.C. boy as ferry recalled
A B.C. Ferry turned back to the mainland at the request of Delta Police in the search for three-year-old Kienan Hebert has been cleared said BC Ferries.

B.C. Ferries spokesman Mr. Stefanson said the 2 p.m. sailing returned to the Tsawwassen docks.

“We’ve been asked by Delta Police to turn around the boat. We’ve done that. They’re on board,” he said

“We have just confirmed that it was a false alarm,” said B.C. Ferries spokesman Mark Stefanson. “It was turned around. It did return to port. Delta Police did a search of the entire vessel. They did not find any suspect or vehicle.”

UPDATE #3: Roadblocks between Chetwynd and Fort St. John

UPDATE #3: CKNW reports that the Dawson Creek RCMP are looking for the car connected to the Amber Alert as it may have been dumped somewhere between Dawson Creek and Chetwynd. CKNW also says some saw a hitchhiker with a child and called in the tip.

We are waiting for more details from the Dawson Creek RCMP and will post an update when we get more details.



UPDATE #2: The RCMP have set up road blocks after a possible lead in the case of a missing child from Sparwood B.C.

At this time, the RCMP can confirm they have received reports of a possible sighting in the case of a missing child from Sparwood, near Dawson Creek and Chetwynd.

The RCMP can't confirm if the suspect has been spotted or not, but have put up road blocks in between Chetwynda and Fort St. John.


UPDATE: Roadblocks are now between Chetwynd and Fort St. John. Traffic is reportedly backed up for miles in both directions.

LC, thanks for posting the picture. It is hard to tell, but he does certainly have a resemblance to the suspect. Do you know what he was buying? Was there any more pictures?
