A zip tie will not get loose unless you have a screwdriver to unset the notches on it. It will tighten but not get loose. I bet she fought to stop the strangulation in a bid of self-preservation but she was to stupid to realize it was a one way tghtening thing. She struggled with herself.

Katherine Amanda Mattern, 23, is accused of 'withholding the basic necessities of life' from her seven-week-old son Liam Alexander Lee, according to court documents. The woman, from Burien, Washington mistreated her son for such a long time that without medical treatment he would have died, doctors said, adding that any illness could have proved fatal. The little girl had survived at the filthy home in Washington state, where they lived with Mattern's mother, by foraging for food, it was reported. She was believed to have had better nutrition than her baby brother because she had spent some time in the care of other family members. The home was described by authorities as 'cluttered and unsanitary'. Both children were treated for scabies while the two-year-old also had an MRSA infection. Abigail and Liam were now being looked after by the state. Mattern is reportedly married to a registered sex offender who was banned from having contact with children. Mattern was arrested yesterday and charged with criminal mistreatment in the second degree – domestic violence of her son. She has not been charged in relation to any abuse of her daughter but authorities said that the case is under review. She faces up to five years in prison if found guilty. Bail has been set at $200,000 and Mattern is due to be arraigned on June 14. dailymail

How are there so many cases of DCFS workers not doing their jobs properly and saving the children that need it, do they just not care, or are they that overworked?
This poor girl must have suffered terribly, and too think that her siblings and uncle must have known the condition she was in! Daily Mail - A 16-year-old girl with cerebral palsy weighed only 23lbs and could not walk or talk when she was removed from her family home after being starved by her mother. Darlene Armstrong measured just 3’10’’ tall when she was rushed to hospital in Chicago in March. The severely disabled girl could have been rescued four months earlier if the Illinois Department of Children and Family Services (DCFS) had followed set procedures, an investigation by the Chicago Tribune revealed. Darlene’s mother, Rosetta Harris, 50, pleaded guilty to endangering the life of a child. The mother, who had no prior criminal record, was sentenced to 18 months of probation and ordered to undergo parenting classes. Doctors at the Comer Children’s hospital said the girl, now 17, had been starved for a considerable period of time. When Darlene was brought to hospital she weighed only 23 lbs – just over one and a half stone - the typical weight of a two or three-year-old child. A shocking photo of Darlene in hospital shortly after she was rescued was leaked to the press by law enforcement officials, as an investigation was launched into how the social services dealt with the case. Hospital officials did not believe the mother's story that she fed her daughter eggs and grits for breakfast, steamed rice and chicken, chocolate protein drinks and snacks throughout the day. On November 17 DCFS received an anonymous emergency call that Darlene Armstrong was not being fed and had not seen a doctor in ‘many years’. Under the agency’s rules an investigator needs to respond to an emergency call within 24 hours, and, if they do not see the child on the first visit, they are expected to return every day until they see them. An investigation by the Chicago Tribune revealed that an investigator into the case walked away from Darlene's home on three occasions without seeing the 16-year-old. Although an investigator went to the home within the required 24 hours after receiving the hot-line call she left after Harris’ brother said the mother and daughter were not at home. The social worker left her contact details at the home. The same social worker returned on January 3 and when no-one answered the door, she left a note asking Harris to call. The same thing happened on February 27. It was not until a fourth visit, on March 14, that the social worker got into the home. Harris said her daughter was not there but the investigator heard whimpering. After Harris carried her skeletal daughter out, the investigator immediately called 911. 'An investigation this badly neglected is a failure of supervision and management,' Kendall Marlowe, a DCFS spokesman told the MailOnline on Monday morning. ‘We are taking appropriate actions to right that ship and ensure this organization places the proper priority on child safety,’ he added. The Chicago Tribune also revealed that the investigator failed to look up the family’s history with the protection agency, as is required. In 1996 the DCFS took one-year-old Darlene and her siblings into protective custody after an emergency call was made that the girl was not being fed properly. Three years later the children were returned into their mother’s care. Harris admitted to removing Darlene from special education classes in 2000 because she wanted her daughter to stay at home, the Tribune reported. Harris, an unemployed single mother of five, was unable to say when her daughter last went outside or saw a doctor. Harris told the Chicago Tribune earlier this year that she ‘was a good mother’ and said her daughter was ‘well cared for.’ Delichia Armstrong, Harris’s 23-year-old daughter, told the paper her mother ‘does the best she can.’ Darlene and her younger sister, 15, have been taken into protective custody. Darlene is recovering at La Rabida Children’s hospital, where she is reportedly putting on weight and improving. The Daily Item BEAVER SPRINGS PA. A Beaver Springs mom has been charged with hooking her young daughter on drugs, including heroin, and a 22-year-old Beaver Springs man was arrested on allegations that he exchanged drugs for sex with the now 14-year-old girl. All of the allegations took place in Apt. 1 of 901 Center Ave., Spring Township. The girl’s name is being withheld because of the nature of the case. The child told investigators she had smoked marijuana, used prescription pills, crack cocaine and intravenous drugs such as heroin and that when she was too weak to inject herself with drugs, her mother, Brandi Baumgardner, would inject her. The girl told investigators that her mother had injected her with drugs about 200 times, beginning when she was 14. The allegations came to light while the teen was in counseling at Clear Vision, a residential treatment center in Montgomery. The girl was interviewed in August at Clear Vision by state police investigators, and she told them she would become so “dope sick” that she was unable to inject herself. She said Robert Thomas Hannick, 22, of Beaver Springs, would sometimes inject the drugs for her. The girl also told investigators that Hannick provided her with suboxone, a prescription drug for opioid dependence, in exchange for sex and that the pair had sex three times and engaged in sexual contact on another occasion. Hannick was interviewed by state police in January. Questioned about the allegations, Hannick told a state police sergeant, “I know she was 14, that’s how I feel,” according to court documents. Hannick denied providing the girl with drugs, police said. The girl told investigators that she was 12 when she had started smoking marijuana with her 38-year-old mother. From there, they allegedly progressed to other drugs. The girl told investigators she was 14 when she began shooting up drugs with her mother and they shared Fentanyl patches. At times, Baumgardner would take the teen to a hospital to fake illness to get prescription drugs, she said. Other times, Baumgardner would drive to Harrisburg to pick up heroin for them to share, the girl said. When Baumgardner was interviewed, she acknowledged that she and her daughter shared a drug problem and admitted “to supplying the victim with drugs on occasion when she was ‘sick,’ ” trooper Wayne Ghrist wrote in court documents. District Attorney Mike Piecuch said he was aware of the allegations, but declined to comment on them Thursday. Piecuch said he did not know what connection Hannick had with Baumgardner and the girl.

ABC5 AKRON, Ohio - An Akron mother has been charged with forcing her young daughter into prostitution. Akron police arrested 37-year-old Jacqueline Toro-Williams. She appeared in court Monday morning, and a judge set her bond at $100,000. Toro-Williams was charged with compelling prostitution and promoting prostitution. Her daughter was 11 and 12 years old at the time, and engaged in sexual conduct for money, police said. Captain Dan Zampelli said the abuse happened multiple times in 2007 and 2008. The girl is now 16 years old. The victim, who is now staying with a foster family in Akron, told NewsChannel5 that her mother sold her for $40 to different men several times a day. "It just got worse and worse day by day. I think God was with me through the entire time because I went through a lot of things with her," the girl said. She became pregnant from the abuse and in 2008 she ran away with a man to Mexico to escape the terrifying lifestyle. Her Akron foster mother, who had no knowledge of the abuse, reported the girl missing to the National Center for Missing and Exploited Children and filed an Akron police report. "I thought she was dead. I really did. I kept praying. I never gave up praying. I never gave up hope," the foster mother said. The girl delivered a baby boy in Mexico and also had a baby girl while she was in that country over a three-year period. She is currently pregnant again. The teen said she was subjected to sexual abuse several times in Mexico too. "I can't really see out of this (left) eye because I had got hit with one of them heavy rakes. I got a lot of scars on my body from when I was getting raped," she said. During that time, the girl still feared that her mother would come to Mexico and force her back into prostitution in Akron. "At first, I couldn't even sleep at night. I would always think she is going to show up," she said. The National Center for Missing and Exploited Children received a tip in October of 2011 that the girl was in Mexico. The center worked with the girl to get her to the US Embassy and she was returned to Akron last February, Zampelli said.

An Orlando-area mom was arrested after her three-year-old son was found wandering the streets after she allegedly left him home alone to go party. WFTV reports 24-year-old Nicole Finnell's son Daniel was found by a passer-by barefoot and running around in the street on Saturday night. Caleb Rosario says he could barely believe it when he and his sister spotted the child. "I'm surprised the baby wasn't dead already," Rosario told WFTV. Police say Finnell left her sleeping son in her home alone with the door unlocked and went to a bar and a house party. "Apparently she waited until he went to sleep and then left him here and locked the door, and he can unlock the door," her father Scott Finnell told WFTV. A West Haven mother is accused of tormenting and abusing her 10-month old baby, and videotaping the incidents. Police arrested Kellie Park, 20, last week, after the baby's father contacted authorities. According to police, the videos show Park berating and assaulting the infant. In one video, Park is heard telling the baby to "eat stuff off the floor, this is what your dad wants to make me do", police said. In another, the baby is seen screaming and crying in a high chair as Park asks if the infant is hungry, while throwing food at the child. Police say Park can be seen taking the baby from the high chair and putting the infant in a portable crib and shaking the crib, causing the child to fall out. She can be heard saying "shake it up" on the video. Park texted the videos to the baby's father, who immediately contacted police. She was arrested June 20. According to police, Park also sent text messages to the father. The texts included "ill *** break her face", "ill beat her **** face in" and "i love abusing this kid", according to police. Park was charged with third-degree assault, cruelty to persons, risk of injury and threatening. The day police learned of the videos and texts, officers had responded to Park's residence earlier in the day after she attempted to kill herself, according to authorities. The baby was taken to the hospital for an evaluation and then placed in the custody of the Department of Children and Families. Park is being held on $50,000 bond.
