pspence this is my second reply to you. Last time I tried to post this, it shut down because of Mock Maintenance.

I was chatting to a friend on skype last night who is in the Middle East. She works for an oil company that has a hospital. The hospital employs nurses from the Philippines and India. One doctor described the nursing as being 'subzero'. They just don't have the same standards that we do. These people are poor, from the third world and do not have the same training we do. Of course these buildings are going to have shoddy workmanship. Those builders would be paid next to nothing and treated badly in the middle east. Also, there is massive corruption in the middle east in all areas. Even if there were 'regulations' to be adhered to, they could be overlooked and passed as safe because of a bribe or some deal done under the table.

I dare say Crash probably knows something about this subject.
