Authorities in the hometown of the gunman who massacred worshippers at a Texas church are looking into whether they mishandled a sexual assault investigation of him four years ago. Sheriff Mark Reynolds told San Antonio CBS affiliate KENS-TV that Comal County Sheriff's Office received a call on June 18, 2013, for a reported sex assault. The suspect is listed as Devin Patrick Kelley. Reynolds told The Associated Press on Tuesday that it appears sheriff's deputies investigated the case for three months after being called to Kelley's home, but stopped investigating after they believed Kelley had left Texas and moved to Colorado. Reynolds said the case hasn't been touched since October 2013. Had Kelley been convicted of sexual assault, he would likely have been prevented from purchasing a gun because federal guidelines prohibit sales to anyone convicted of a felony punishable by more than one year in prison. The Comal County sheriff said he was reviewing whether his department mishandled the sexual assault investigation. Deputies were called to Kelley's home in New Braunfels in June 2013 about the rape case and investigated for three months, Comal County Sheriff Mark Reynolds said. But it appeared that they stopped investigating after they believed Kelley left Texas and moved to Colorado. Reynolds said the case was then listed as inactive. The sheriff said he was trying to determine how deputies came to believe Kelley had moved and why they did not continue to pursue the case, either in Colorado or after Kelley returned to the area later. Northern California -- at least four killed
A gunman choosing targets at random opened fire in a rural Rancho Tehama Reserve today, killing four people at several sites and wounding others at an elementary school before police shot him dead, authorities said. The gunfire began around 8 a.m. in the community of Rancho Tehama Reserve, about 130 miles north of Sacramento. Three local hospitals have confirmed they have received a total of 10 patients from the incident. Jeanine Quist, an administrative assistant with the Corning Union Elementary School District, says no one was killed at the Rancho Tehama Elementary School Monday morning but a "number" of students were shot and wounded. Police offered no immediate word on the assailant's motive, but a sheriff's official said the shooter's neighbors had reported a domestic violence incident. About 100 law enforcement personnel are currently working at least seven crime scenes in the area, police said. "It was very clear at the onset that we had an individual that was randomly picking targets," Tehama County Assistant Sheriff Phil Johnston said. (continued)

Johnston, said deputies were first alerted to a shooting in Rancho Tehama Reserve before "multiple victims and multiple shots" were reported at Rancho Tehama Elementary School. Witnesses reported hearing gunshots and children screaming at the school, about five miles down a road from where the shooting is believed to have started.
"I know that we have Medivaced a number of students," Johnston said, referring to the use of helicopters for the emergency transport of victims to hospitals. At least one student was wounded at the school. Another child was shot while driving with a woman, who also was wounded, Johnston said. Johnston said the school had been cleared by 10 a.m. and all other students have been brought to a safe location. Johnston said the gunman had a semi-automatic rifle and two handguns. "It's a really sad day for us in Tehama County, really," Johnston said, choking up as he finished addressing reporters. Details were still sketchy hours after the shootings, and authorities did not have a firm count of the wounded due to the number of places the gunman attacked, Johnston said. Northern California Spree Shooting Update
The Tehama County assistant sheriff announced Wednesday morning that six people, including the gunman, were killed in a shooting rampage through a small Northern California town that left seven children injured. The gunman was shot to death by police yesterday. Assistant Sheriff Phil Johnston said that it was a bizarre and murderous rampage. Johnston said. Several children were injured at the elementary school and taken to the hospital, but none of them were killed, fortunately. Johnston said that investigators served a search warrant Tuesday night at the home of 44-year-old Kevin Neal (pictured above), who was identified by the sheriff's department as the shooter. Officers were looking for Neal's wife at their home on Bobcat Lane, and during the service of the search warrant, her body was found hidden under the floor of the home, Johnston said. She had likely died as a result of several gunshot wounds. "We believe that's probably what started this whole event," Johnston said. (continued)

Neighbors told reporters that Neal had been firing off lots of rounds at odd hours for the last few weeks and that they called police to complain.
Neal is reportedly a known felon with recent arrests for violence. I wonder if the police responded to the reported complaints by neighbors and why they didn't take his guns (or maybe they did and he just got more --lots of guns in rural Northern California). Well, according to the Sheriff, police did respond to multiple complaints from neighbors about Neal firing off rounds at all hours. The Sheriff said whenever they went to the house, Neal evaded them.
Okay.........but why didn't they get a search warrant and go back? Police knew Neal was violent and was out on bond for stabbing a neighbor, forbidden from owning guns (regardless as to whether he bought, built or stole the guns). Too bad (yet again) the existing laws weren't enforced. If police had taken Neal's guns and revoked his bond, 5 dead people would be alive today. Frustrating. Hats off to the elementary school librarian. When Neal rammed his truck into the school fence and tried to get in, she rushed all 100 kids into a room and put them on the floor. She put the school on lockdown before getting instruction from police. NEW MEXICO -- High School Shooting
Two students were shot dead this morning. Rest in Peace. The shooter, another student, is also reported as being dead. Not very many details available yet. Snip: According to a statement from the Navajo Nation Office of the President and Vice President, 15 other people were injured in the shooting, which was first reported at around 8.30am local time. 'It’s tragic when our children are harmed in violent ways especially on school campuses. We express our condolences to those families who have been harmed,” President Russell Begaye said. ^ Update, New Mexico High School Shooting
^ William Atchison, 21, is identified as the gunman who shot two students to death at Aztec High School in New Mexico yesterday. Atchison was a former student at the same school but did not graduate. San Juan County Sheriff's Office identified the victims as Francisco Fernandez and Casey Jordan-Marquez (pictured above). RIP. Officials say Atchison carried out shooting with a Glock 9mm he had legally purchased last month. He carried it into the school in a backpack and ambushed Fernandez in the bathroom. Then, he shot Jordan-Marquez in the hallway. He tried to shoot a computer lab full of students after that, but a quick-thinking 74-year-old substitue teacher had the students shelter-in-place and barricaded the door with a couch. Atchinson then turned the gun on himself and blew his fucked-up brains out. He left behind a thumb drive with a manifesto, saying that he was planning to take a class hostage and 'go apeshit,' then commit suicide. The FBI investigated Atchinson in March 2016 after he'd made comments about mass shootings on an online gaming forum. The FBI cleared him because he told them he just liked to troll and they didn't find any evidence of a crime during their investigation. Atchinson had no criminal record. Las Vegas Massacre Update
Yesterday investigators updated the press, noting that they still have not discovered what motivated Paddock to massacre dozens. They said they'd uncovered evidence that Paddock had researched SWAT tactics and other possible targets, including a famed California beach in Santa Monica. They've also reportedly determined that Paddock acted alone when he opened fire from his high-rise hotel suite, Clark County Sheriff Joe Lombardo said. Lombardo made public a preliminary report into the shooting and said he does not expect charges to be filed against Paddock's girlfriend, Marilou Danley, who had been previously called a person of interest in the case. Investigators also found that Paddock had possessed child pornography, Lombardo said. And, of course, no action has been taken by the congress or ATF to ban or discontinue bump stocks -- even though both Democratic and Republican lawmakers stated that they should not be available to the public immediately following the killing of 56 innocent concert-goers.
