Biden's Transition Planning

Former Vice President Joe Biden announced on Thursday that he has been putting together a White House transition team for about a month, in order to be prepared to take over and start making reforms quickly should he win the presidency.

Biden was asked by a donor how he would be able to replenish a number of departments that the donor said had been left "without talent" under the Trump administration, per a pool report of the event. 

While he said he would not announce who will be leading that transition team, he noted that it would be composed of "first-rate" people. Biden also did not rule out announcing who would be nominated for some Cabinet-level positions before the November general election.

He revealed that there are discussions about elevating certain White House offices to Cabinet-level positions, like the Office of Science and Technology Policy, the global health security pandemic office and a separate climate change focus, according to the pool report.

Biden had already committed to selecting a woman as his VP running mate, appointing a black woman to the Supreme Court if he's elected and has the opportunity, and selecting a diverse and highly qualified cabinet.

Earlier this month he also acknowledged that age is a consideration for him when it comes to staffing.  "There's an enormous number of really qualified people, and one of the ways to deal with age is to build a bench ... to build a bench of younger, really qualified people."

I won't be surprised if Kamala Harris is at the top of Biden's VP candidate list.

She's smart and experienced and checks off all the boxes.  Plus, the Democratic party wouldn't have to worry much about her vacated Senate seat being taken by a Republican in California.

On a related note, I just read that Harris recently introduced a bill  that would authorize $5 billion in spending to expand voting options and improve the safety and accessibility of polling locations across the country. 

The bill, dubbed the VoteSafe Act of 2020, would require that every state have early in-person voting periods of at least 20 days before the November general election and mandate that every state allow no-excuse mail-in absentee ballots, so individuals can vote absentee for any reason (no excuse/justification required).

“The coronavirus pandemic has highlighted the obstacles many already face when voting," Harris said in a statement. "Even before the pandemic, Native Americans, Black and Latinx voters, and voters with disabilities too often faced long lines, inaccessible voting locations, and outright hostility by election officials."

"I’m proud to announce the VoteSafe Act because the American people deserve a comprehensive solution to ensure that voting is safe and accessible," she added. 

President Trump last month signed coronavirus legislation that included $400 million to help states conduct elections during the pandemic. The legislation did not include any requirements for how states could use the funding. 

Harris's legislation would provide grants for states to improve the safety and reliability of their polling places. According to the bill, the funds would go toward the implementation and promotion of curbside voting, as well as efforts to ensure voting access for minority communities, among other priorities. 

Discussions surrounding the expansion of mail-in voting have escalated in recent weeks, as some lawmakers voice fears about forcing voters to crowd into polling places. In Wisconsin, voters were forced to cast ballots in person after the Supreme Court ruled 5-4 that no absentee ballots sent in after Election Day would be counted. 

Five states — Oregon, Washington, Hawaii, Utah and Colorado — already hold elections entirely by mail. Meanwhile, 33 states and Washington, D.C., give voters the option. Voting by mail is only available in certain circumstances (excuse/justification required) in the other 16 states.

Yeah, I assumed that mail-in voting was nationwide since I've lived in Utah for 20 years and now Colorado so imagine my surprise when I found out it isn't and that our POTUS is trying to make it sound like the most corrupt thing imaginable.
On Friday, State district judge Tim Sulak of Travis County made official his bench ruling from Wednesday to allow voters to request mail-in ballots by citing the disability excuse allowed in the Texas election code.

Judge Sulak opened the door to a massive expansion of voting by mail in the state during elections affected by the pandemic. In his ruling, Sulak wrote that it was "reasonable to conclude" that "voting while the virus that causes COVID-19 is still in general circulation presents a likelihood of injuring" a voter's health.

So, while the judge's ruling doesn't change Texas's law that requires an excuse/justification for not going to the polls in-person, it does allow everyone in the state to use the pandemic as a legitimate excuse/justification to vote by mail under the current law. Progress.

Until now, voting by mail has been limited in the state. Texans seeking absentee ballots that they can fill out at home and mail in had to be 65 years or older, have a disability or illness, be out of the county during the election period, or be confined in jail.
The Texas election code defines disability as a “sickness or physical condition” that prevents a voter from appearing in person without the risk of “injuring the voter’s health.” Sulak ruled that currently applies to all voters who don't have immunity to the coronavirus.

Of course, Republican politicians are planning to appeal the decision.  I really hope the appeal fails and/or new federal legislation will make it possible for all voters in all states to vote by mail without having to provide an excuse/justification that could be denied by election officials.  

And, still, the U.S. Postal Service needs to be funded to make it possible, and to keep package deliveries flowing in this critical time.

What's deranged is your (apparent) claim that simply stating facts is somehow deranged, along with your invoking of Trump when he was not mentioned at all.    

As I said, the Texas judge ruled that the coronavirus pandemic qualifies as a valid excuse/justification to vote by mail, and Texas's Republican Reps and election officials are already objecting to the judge's ruling and filing appeals -- which was foreseeable and no secret.   That's just reality.

So, what exactly is it that you sat on or that you're attempting to shit or spit on?
